Alejandro Soto denies responsibility for the employment of Jorge Luis Torres Saravia | Congress of Peru | POLICY

Alejandro Soto, spokesman for the Alliance for Progress (APP), denied any connection to the hiring of Jorge Luis Torres Saravia as head of the Legal and Constitutional Office of Congress, an appointment made in August 2023, when he presided over Parliament.

Soto, in an interview with RPP, explained that the responsibility for hiring administrative staff, including Torres Saravia, fell on Congress Chief Giovanni Forno, and not on the Board of Directors he headed.

Soto clarified that, upon assuming the presidency of the Congress, the post of Chief was in the hands of Ángeles Illman. Subsequently, it was Forno who assumed the role and to whom the Board of Directors delegated all decisions regarding the employment of administrative personnel.

“The President (of the Congress) and the Board of Directors do not hire personnel”he stressed, underlining that Forno, together with the head of Human Resources, is responsible for evaluating CVs and hiring.

The congressman also explained that he was in the parliamentary sphere where he met with Torres Saravia, who, according to Soto, was not part of his inner circle, nor did he receive his direct support for the position. He also recalled that he comes from Cusco, while Torres Saravia is originally from the north of the country.

On the other hand, Soto has reacted to the recent statements of former major officer José Cevasco, who suggested that the hiring of Torres Saravia would be a political decision related to his figure. Cevasco asserted that the Chief does not have the autonomy to make administrative decisions without the direct order of the president of Congress.

Based on these statements, Soto announced that he will file a criminal complaint against Cevasco for what he described as “reckless and irresponsible statements”. “You must have an element of conviction that says that Mr. Giovanni Forno committed suicide as president of the Congress of the Republic.”he insisted.

Soto also disqualified Cevasco’s claim that the Senior Officer “protects” the president of Congress. “It is my personal opinion that he was ineffective in his duties. So his word is not 100% reliable.”declared the congressman.
