In addition, they expressed their concern about draft laws aimed at withdrawing Peru from the IACHR, a norm that compromises the autonomy of Public Ministry allowing raids without judicial or prosecutorial authorization and proposals to treat teenagers as adults in the criminal system, also questioned by UNICEF.
Faced with this, the text warns that the director of Human Rights Ministry of Justice, Sara Farfan Cubaaccused CAL members of meeting with the IACHR without authorization from the general assembly. The official reported them to the Ethics Council of the institution in question.
“This attitude ignores the internal rules of CAL and its Statute, article 25 of which clearly defines that the Dean personifies CAL, represents it and is responsible for institutional progress.”said the statement.
CAL described it as alarming that Minjus leadership violates the basic principles of the Constitution such as freedom of expression, the right to propagate opinion and the constitutional, legal and statutory powers of professional associations.

In dialogue with RPP, the dean of CAL, Raul Canelodenounced that the Minjus official who accused them acts on behalf of the Executive.

It’s an attitude, from my point of view, intolerant, undemocratic, but it doesn’t bother me because they don’t seem to like criticism, and it’s a serious, technical criticism, we’ve done it before the IAACHR as the case may be.”he asked.
In this sense, he denied that he or the other members of his institution need authorization from the assemblymen to participate in the meeting or to express their opinion on various topics.
“The worst thing is that the president of the Republic was a member of the board of directors, she knows the CAL statute very well. It doesn’t make sense, they won’t scare us.”he emphasized, after clarifying that he will give an account for this “threat” of the Government before the KPMSHP.
