After the entry into force of Law no. 21,746, the supervisory body updated the summary of medical licensing standards, subsidies for disability and insurance insurance. New regulations strengthen the requirements for the issuance of medical licenses, strengthen control and sanctions and include tools that seek to improve transparency and confidence in the social security system.
On June 26, Social Security Supervision (Suseso) published Circular n ° 3868 This updates the summary of standards for medical licenses, subsidies for work and safe disabilities, in accordance with the legal changes presented by law no. 21,746, which was published in late May and modifies Law no. 20,585 on the granting and use of medical licenses.
It should be remembered that new regulations give social security supervision new and broader competencies to control, investigate and sanction the issuance of medical licenses that do not have a clinical foundation. Among other faculties, it allows SSSPT and regular supervisor of medical license operators, require information on various public and private entities to prove their background, create additional requirements for professionals issuing licenses, and imposing new compensation obligations, ISPRES and compliment boxes.

Strict requirements for issuing licenses: Since August 23 this year, professionals who have been properly registered in the National Register of Individual Health providers (RNPI) can issue medical licenses. Those graduate or revalidal doctors since April 2009, in addition, must have approved the Eunacom exam before 24 May 2026. The operators of the medical license electronic system must automatically disable those who do not meet these requirements.
New Requirements for Telemedicine Licenses: It will be allowed to issue remote attention licenses, provided the platforms are used accredited by the Ministry of Health and supported with verifiable clinical records. This will take effect six months after the publication of regulations pending law no. 20,584.
Greater research and control capacity: SUSEO may initiate previous official investigations or complaints about the issuance of medical license without medical basis, ie, those issued without a pathology that produces temporary work disabilities for the period and the extension of the determined or without health care related to its issuance (except exemptions in the case of continuity licenses, serious career status, than one year). The research procedure is structured in stages: acceptability, transfer, background collection, resolution and sanctioning. Moreover, the new law enables SUSEO to request information about the public and private agency.
Strengthening Sanctions: Fines up to 600 UTM and suspensions of up to 3 years or even permanent professionals issuing licenses without medical support can be applied.
Creation of Public Registers: Since July 2025, two registrations will be available on the Susses website: one with the monthly average of licenses from the professional, and another with sanctioned professionals. This measure seeks to promote transparency and social control.
Obligation to denounce the Public Ministry: If the SUSEO or COMPIN discover indications of fraudulent licenses, they must send the backdrop of the public ministry for their criminal investigation.
