Teaching reassignment 2025: these are the new requirements to transfer to another institution

The Congress of the Republic formalized the modifications of the criteria reassignment of the teacherthrough law no. 32238, in the official newspaper El Peruano.

This process allows appointed lecturers to transfer to another educational institution in the country, while maintaining the same position. In total there are five reasons for which the request can be made: health, rationalization, emergency situation, family unity and personal interest. The regulations foresee these provisions for two specific cases:

• For personal interest: The applicant must prove at least 3 years of service as a tenured professor with effective official services.
• By family unit: The applicant must prove at least 1 year of service as a tenured professor with effective official services. Reassignment to places located in regions other than the one of origin will also be prioritized, based on family needs criteria.

The last supplementary provision stipulates that Ministry of Education (Minedu) must adapt the Regulation of Law 29944, Law on Teacher Reform, within a maximum period of 30 days, calculated from the following date of publication, ie. Sunday February 9, 2025.

According to Minedu, general requests must be accredited with the reassignment ranking report, which cannot be older than 60 days. This document is presented together with the file only if the application is in a Local Educational Management Unit (UGEL) or region other than the one where the teacher is located. Otherwise it is generated by UGEL itself. The requirements are as follows:

• Have at least three years of appointment.
• Prove two years of continuous or cumulative effective official service in the last position held (as appointed or appointed) at the time of your application.
• Presentation of annex 2.

As for the evaluation criteria, these are divided into three, which in turn amount to 90 points in total. Each of them requires:

Master’s degree (maximum 25 points)

• Eighth grade: 25 points
• Seventh grade: 22 points
• Sixth degree: 20 points
• Fifth grade: 18 points
• Fourth degree: 16 points
• Third degree: 14 points
• Second level: 12 points
• First degree: 10 points

Rural area, border and VRAEM (maximum 40 points)

• Rural area 1: 0.3 points
• Rural area 2: 0.2 points
• Rural area 3: 0.1 points
• Border zone: 0.2 points
• For the VRAEM area: 0.3 points

Service time

In this case, one point is calculated for each year of official service in the Public Teaching Career. The maximum that can be obtained is 25 points.

Applicants should also note that if they cannot be present at the time of the award, they may accredit a representative by means of a simple power of attorney.

Likewise, in the case of bilingual schools of intercultural education (EIB), the commission must verify that the teacher has evidence of the level of mastery of the mother tongue. In addition, you must be registered in the National Register of Bilingual Teachers of Native Languages ​​of Peru.

A. Award by public deed at UGEL

• Public act for the allocation of places in UGEL – January 2 to 13, 2025
• Publication of the list of winners of the public activity award at UGEL, on the institutional portal of MINEDU – January 14, 2025

B. Judgment by public act in the DRE

• Publication of merit tables for judging by public act, on the MINEDU institutional portal – January 14, 2025
• Public act for the allocation of seats in the DRE – January 16 to 20, 2025
• Publication of the list of winners of the awarding of the public deed in the DRE, on the institutional portal of MINEDU – January 21, 2025

C. Reward by extraordinary public act in DRE

• Verification and/or update, if any, of your region of interest to be appointed through the application provided by DIED, on the MINEDU institutional portal – 21 January 2025
• Publication of merit tables for the award with an extraordinary public act in the DRE, on the institutional portal of MINEDU – January 22, 2025
• Extraordinary public act for the allocation of seats in the DRE – January 23 to 24, 2025
• Publication of the list of winners of the prize with an extraordinary public act in the DRE, on the institutional portal of MINEDU – January 27, 2025
