The Lima Bar Association (CAL) accused Dina Boluarte’s government of trying to silence and threaten its Board of Directors after holding a virtual meeting with members of the Inter-American Commission on Human Rights (IACHR).
“The government of President Dina Boluarte, through the General Directorate of Human Rights, has tried gag and scared to the members of the Board of Directors of the Lima Chamber of Advocates”, says the statement issued by the institution.
According to the complaint, after the meeting held on December 26, 2024, the General Directorate of Human Rights of the Ministry of Justice filed a lawsuit against the CAL dean and other directors, arguing that the meeting did not have the authorization of the General Assembly.
The dean and directors of KLSH during the meeting with KLDNJ expressed criticism for the adoption of unconstitutional norms that have not been respected by the Executive. Among them, the modifications in Law on organized crime and other legislative projects, such as the one seeking to remove Peru from the jurisdiction of the IACHR.
This is why CAL claims that the actions of the Ministry of Justice violate fundamental principles such as freedom of expression, the right to disseminate ideas and the legal and statutory powers of professional associations. Also, he expressed regret that president Dina Boluarte, being a lawyer and former director of the unit, “I don’t know the rules “and commits, through the organs of the Executive Branch, to devour and violate the dignity of colleagues who exercise their constitutional right to freedom of thought and expression in the face of what is happening in the country”.

The Dean of the Chamber of Advocates of Lima expresses
The Dean of the Chamber of Lawyers of Lima (CAL), Raúl Canelo, spoke about the request they received from the General Directorate of Human Rights of the Ministry of Justice after the meeting he held with the IACHR and other directors and indicated that one of the reasons that why they received this notice was because they did not have the permission of the General Assembly.
“The complaint against us shows that we did not ask the Assembly for permission to speak with KMDNJ and, two, we were untruthful, as we said that there is a lack of institutionality in the country because the Congress and the Executive are generating a series of laws that affect democratic progress of the country. The judiciary, the Public Ministry are affected, laws have been passed that affect adolescents, from which some politicians benefit and, ultimately, they have benefited from corruption,” he said.
Likewise, Canelo commented that this lawsuit is “a policy of intimidating us and attacking the rights that every citizen has.” Likewise, he described the actions of the government as “stupidity”.
“All this was a conversation and they say we have failed to tell the truth. It is clearly a policy of intimidation and an attack on the rights that every citizen has: thought, freedom of thought, expression and assembly. We can agree. or not, but this does not mean that they denounce us, this situation is sad because it damages the image of the government itself, it is meaningless, they do not understand what they are doing, it is a kind of practice of “little dictators”. “”, he wailed.
